The Safeguarding Excellence programme has been created to develop a confident, connected and capable network of safeguarding leaders across Buckinghamshire. 

Together, we aim to:

• strengthen multi-agency working
• promote shared ownership of risk
• improve outcomes for adults.

Our vision is a safeguarding system where professionals feel empowered to:

• make informed decisions
• challenge constructively
• learn from one another
• work collaboratively to manage complex risks

Through shared learning, strong partnerships and a commitment to continuous improvement, we will build a culture where safeguarding excellence becomes everyone's business.

By connecting safeguarding leads across organisations and sectors, we are creating a sustainable network that supports learning, consistency, innovation and professional confidence throughout Buckinghamshire.

Safeguarding Leads play a vital role in strengthening safeguarding practice within their organisation and across the wider Buckinghamshire partnership.

As a Safeguarding Lead, you will:

• Champion a culture of curiosity, learning and continuous improvement.
• Promote consistent and proportionate safeguarding practice.
• Support colleagues to make confident decisions about risk, escalation and safeguarding concerns.
• Share learning, resources and best practice within your organisation.
• Contribute to a network of professionals committed to improving safeguarding outcomes.
• Participate in training, networking and Community of Practice events.
• Act as a positive influence for partnership working and professional challenge.

You do not need to have all the answers. The purpose of the network is to learn together, support one another and develop confidence in managing complex safeguarding situations. 

Safeguarding Leads are ambassadors for collaborative practice, shared learning and safeguarding excellence.

Developing the Confidence to Inspire Others

The Train-the-Trainer programme has been designed to build the knowledge, skills and confidence of Safeguarding Leads so they can support learning and good practice within their own organisations.

Using real-life scenarios, reflective discussion and practical learning, participants will explore:

• Safeguarding thresholds and decision-making.
• Multi-Agency Risk Management (MARM).
• Positive Risk Enablement Panel (PREP).
• Self-neglect and complex risk.
• Professional judgement and defensible decision-making.
• Creating engaging learning experiences for others.
• Promoting confident, proportionate safeguarding practice.

The programme is not simply about delivering training. It is about developing safeguarding leaders who can influence culture, strengthen professional confidence and help create greater consistency across the Buckinghamshire safeguarding system.

Together, we are building local safeguarding expertise that can be shared, sustained and embedded across organisations.

The Community of Practice is a supportive space for Safeguarding Leads to connect, collaborate and learn from one another.

Through regular virtual sessions, members will have opportunities to:

• Discuss emerging safeguarding themes and challenges.
• Explore complex case examples and learning.
• Share good practice and innovative approaches.
• Reflect on safeguarding reviews, audits and lived experience.
• Strengthen professional relationships across organisations.
• Develop solutions to shared safeguarding challenges.

The Community of Practice recognises that some of the most valuable learning comes from conversation, reflection and collaboration. 

By bringing safeguarding professionals together, we can build stronger networks, improve consistency, and create a more connected safeguarding system for Buckinghamshire.

This is a place to ask questions, share experiences, challenge respectfully and grow together as a safeguarding community.
